Tennessee SAVIN through VINELink is the state's free, confidential custody-notification layer. Tennessee sources describe county-jail and TDOC information in the service. TDOC added current state offenders to VINE in 2021. That makes VINELink relevant both to Hickman County Jail and to Turney Center Industrial Complex, but it does not merge the two agencies into one record.
VINELink can report the supplying agency's custody status and location, then provide events such as release, transfer, escape, or death. A release event means that custodian reported a release. It can still be followed by a transfer or pickup. The permanent Hickman jail register, a TDOC release authorization, or another originating record remains the stronger proof of what happened. VINELink has no guaranteed historical display period.

A scheduled prison date also needs care. FOIL uses the exact term Release Eligibility Date, or RED. VINELink is not the source for calculating that milestone, and RED is not the actual Date of Release. For Hickman County Jail, the permanent register's date released is the archival local field.
Different events answer different questions. “Transfer” says the original facility's custody changed, not that all custody ended. “Escape” is an agency-reported custody event and not a release authorization. “Death” is distinct from release. An agency-supplied location helps show which record is active, but an in-progress move can create lag. Confirm the event with that named agency before relying on it.

The alert destination should be one the registrant controls. Listen to the complete automated message because the event may be a transfer rather than community release. Entering the PIN acknowledges the call; it does not confirm the event with the jail or TDOC. If the alert names a facility, use that facility in the follow-up call and give the offender or booking identifier.
Right Hickman Custody Layer
Hickman's local setup makes custody-layer matching essential. The county contains a sheriff-run jail and the TDOC-run Turney Center Industrial Complex. A transfer between them may create separate VINELink records. Register against the current custodian, not merely the agency that first booked the person. Check both records around a known move.
If the Hickman record says transfer and the TDOC record then shows incarceration, the person did not return to the community. If TDOC reports a release event, inspect FOIL for current or supervision status and ask TDOC for the CR-1947 release authorization when firm proof is needed. That document can identify the actual release date and “Released to” destination. For a county release, ask the sheriff for the register entry and release or movement record.
This two-layer issue also affects alerts. A notification tied to the old custodian may report that agency's release event even though the receiving agency continues custody. Open the facility and identifier before acting. Then use the Hickman County released-inmate search paths to verify the underlying county or state record.
Turney Center is physically in Hickman County, but it remains a state prison. A TCIX record therefore belongs to the TDOC layer even when the county name appears in the location. Hickman Release Alert Limits

Use TDOC FOIL for current or former Tennessee felony custody and supervision. For a federal sentence, use the BOP inmate locator. For current ICE detention and some recent ICE releases, use the ICE Online Detainee Locator. None of those systems can stand in for the Hickman jail register when the person had only a local custody episode.
For an older TDOC event, the archived-record request is the lasting fallback. Ask for an existing release record and give a precise name, identifier, and date range. For an older county event, ask the sheriff for the permanent inmate-register entry. A durable record resolves questions that a notification feed was never designed to answer.
The TBI Sex Offender Registry is also not a general custody-status fallback. It covers only people with a qualifying registration duty. Although a qualifying record may show status, reporting information, a registering agency, or a supervision officer, its absence says nothing about an ordinary Hickman release. Use it only when that distinct legal duty is known to apply.
