Hickman County Release Records
A Hickman County custody record must be read in context. When the Sheriff's Department ends a jail episode, the person normally drops from any current-custody display. A court judgment explains the legal basis, but a bond or dismissal order alone does not establish the time a person passed through the jail's release process.

A dismissed charge or acquittal can authorize release, but the court result should still be paired with the sheriff's release entry. Likewise, a parole grant opens the path toward release yet may leave plan approval and other pre-release checks unfinished.

The permanent jail register offers the strongest local archival anchor because Tennessee's model retention schedule describes it as recording each commitment and the date released. The release order, movement log, and court file add the reason and legal context.

For a TDOC release, the operational CR-1947 authorization goes further. It includes the release date, the employee releasing the person, the destination, pending charges or detainers, records checks, signatures, and gate, property, and funds confirmation. FOIL is the public summary; CR-1947 is the stronger actual-release document.
Request Hickman Release Records
Hickman County has no verified sheriff records portal, dedicated form, published records hours, or local fee sheet. Contact the Sheriff's Department first and ask who currently coordinates public-record requests. A narrow request with a person, custody date range, and named record is easier to route than a broad question.

The Office of Open Records Counsel explains that inspection is generally free. Its schedule generally permits copy charges of $0.15 per black-and-white page, $0.50 per color page, and labor after the first hour, but those figures do not establish Hickman's own charge. Tennessee citizenship and photo identification with address may be required. When prompt production is impracticable, the custodian generally has seven business days to produce, deny in writing, or provide a reasonable time estimate.
Hickman Release Record Limits
The Tennessee Public Records Act, including Tenn. Code Ann. § 10-7-503, broadly covers documents, photographs, and electronic material made or received in official work. Access remains subject to state statutes, court rules, federal law, redaction, and other valid restrictions. Juvenile records are not ordinary adult public records, and an expunged or sealed case must be handled according to its governing order and law.
Expungement under Tenn. Code Ann. § 40-32-101 depends on the outcome, offense, and eligibility rules. A missing web result does not prove expungement.
The CTAS sheriff records schedule recommends permanent retention for jail registers and signed property-return receipts, five years for release orders and booking or movement logs, and long retention for identification files. These model periods are not proof that every field is open or that Hickman adopted every series unchanged.
Hickman Release Property Receipts
A signed property receipt supplies a distinctive second marker of the gate event. CTAS series 12-027 describes an itemized receipt for cash and property returned to the released person, signed by that person and witnessed by the releasing officer. The model schedule calls for permanent retention.
This receipt does not prove that a charge was dismissed or a sentence ended. It can, however, corroborate that physical release processing occurred and help resolve a later property question after a name has left a live display. Ask for it only when it fits the custody episode and accept lawful redactions.
Find Hickman County Releases
Start with the custody system that actually held the person. Hickman County has no verified public recent-release roster, so a local search begins with the jail and its records. A state prison search starts with TDOC FOIL. Federal and immigration custody require their own systems.
- Identify whether the event was a Hickman jail booking, TCIX or other TDOC sentence, federal case, USMS hold, or ICE detention.
- For a recent local episode, ask the jail whether the person remains held, entered the community, or transferred. Request the register and movement or release entry.

- For an older episode, use the permanent jail register or TDOC archived-record request instead of relying on a vanished online entry.
A person absent from a current roster may have been released, transferred, moved within custody, or omitted from display. Absence alone is not proof.

The Tennessee Department of Correction FOIL overview confirms that FOIL covers felony offenders currently or formerly in TDOC custody or supervision. This makes it useful for a former Turney Center prisoner and for a Hickman defendant whose case entered the state felony system. It is not the first source for a local-only misdemeanor or short county matter.

RED is an eligibility milestone, not the actual release date.
Hickman Recent Release Evidence
The official Hickman County Sheriff contact page is a directory, not an inmate portal. No official current roster, archive, 24-hour list, 72-hour list, booking-detail release field, mobile app, or mugshot gallery was verified. A commercial page cannot be treated as the county's feed.
The durable alternative is stronger than a short web window. Ask for the jail-register entry showing commitment and release dates, plus the release order or movement record. If the person was transferred, request the destination. A Tennessee SAVIN alert may mark a recent agency event, but VINELink is not guaranteed to retain a historical release record.

Hickman Jail Capacity Snapshots
TDOC's monthly jail summaries show why point-in-time figures need careful labels. January 2025 reported 139 occupants against 110 beds, or 126.4 percent. July 2025 reported 144 occupants against 204 beds, or 70.6 percent. The reports do not explain the sharp change in the bed denominator.
These numbers are not release counts, annual totals, or proof of a change in policy or construction. They show only the two reported month-end conditions.
Two Hickman Release Systems
Hickman County contains two very different custody systems. The county jail lacks a verified public release feed, so local retrospective work depends on the Sheriff's Department, court file, register, and related records. Turney Center Industrial Complex is a TDOC state prison whose current and former felony offenders may remain searchable through FOIL.

TCIX's main campus is in Only, Hickman County. Its annex is in Clifton, Wayne County, even though both use the TCIX institutional name. A shared administrative label must not turn the annex into a Hickman facility.
Which TCIX Site Is Hickman?
Turney Center Industrial Complex began in 1971 under an earlier youthful-offender name and adopted its present name in 2008. The institutional history explains why records may use one complex name for more than one site. Location still controls the correct facility description.
The TDOC main-campus profile places TCIX at 1499 R.W. Moore Memorial Highway in Only, inside Hickman County. The annex is at 245 Carroll Road in Clifton, which is in Wayne County. A record that says TCIX should therefore be checked for assigned location before anyone assumes the person entered or left a Hickman County facility. Both locations remain within TDOC, so a move between them is a prison transfer, not release into the community.
Hickman Federal Release Checks
Tennessee SAVIN through VINELink can carry county-jail and TDOC events such as release or transfer. Register against the record for the current custodian. A Hickman record and a TDOC record may both exist around a transfer, and VINELink is a notification system rather than a guaranteed historical archive.
Federal custody uses a separate route. The Bureau of Prisons locator covers federal prisoners from 1982 forward and may show Released, Not in BOP Custody, a release date, or a facility. That result says nothing conclusive about later state custody or federal supervised release. For immigration custody, the ICE Online Detainee Locator can include current detainees and some people released by ICE within the prior 60 days. It requires exact identifiers or spelling and is not a permanent archive.
The U.S. Marshals Service has no comparable public name locator for historic pretrial custody. A focused USMS records request can seek the disposition or custody-transfer record, subject to federal privacy and disclosure limits. Each of these systems answers only for its own agency. A release from one custodian may be a transfer to another.
Hickman Post-Release Supervision
The Tennessee Board of Parole makes parole decisions. TDOC Community Supervision manages parolees and probationers. In FOIL, a Parole or Probation supervision status can show that a person is outside prison but still under legal supervision. Inactive may fit a former TDOC case, but the actual discharge or court record remains the stronger proof that supervision ended.
A parole grant is not a gate log. Pre-release conditions and an approved plan may remain. Probation comes from the court and may follow split confinement or avoid prison. The person's judgment and reporting instructions control, and verification must use FOIL plus the assigned supervision office.
Hickman Release Court Records
Court records explain why custody changed. Ask the Hickman Circuit Court Clerk for the docket, final judgment, sentence and jail credit, bond or release order, probation or split-confinement order, dismissal, amended judgment, or revocation record that fits the case. A disposed docket does not establish the physical gate time, so pair it with the sheriff's register or TDOC authorization.
Hickman moved from the 21st Judicial District to the 32nd Judicial District with Lewis and Perry Counties effective September 1, 2022. Older files and pages may still use the earlier number. Search under the designation used when the document was filed, then use current contacts for a present request. Tennessee's statewide Public Case History is appellate only and does not replace the local clerk for ordinary trial-level matters.
Transport After Hickman Release
Hickman County does not publish a jail release door, waiting area, fixed release time, holiday schedule, or pickup process. Call the jail before travel and do not plan around an unverified gate time. A court order, records check, detainer, or transfer can affect when and where the person leaves.
South Central Area Transit Service publishes regional curb-to-curb and deviated-route service on weekdays from 6 a.m. to 6 p.m. at 931-379-2929. SCATS is not documented as a jail-release shuttle. A rider must ask about reservations, pickup point, destination, fare, and whether an uncertain release time can be served.
Hickman County Release Facilities
Hickman County Jail is the primary local booking and detention facility. A person may leave for the community, TDOC, another county, federal custody, or another authorized destination, so its movement and release records matter. Turney Center Industrial Complex is a state prison. A TCIX release belongs in FOIL, TDOC records, SAVIN, and Community Supervision when applicable.
No separate municipal jail, juvenile detention center, federal prison, ICE detention center, or verified USMS contract site was found in Hickman County. Federal and immigration tools still matter when a transfer crosses custody systems.
